Agent 18, originally named WB18, was one of The Federation's Faceless Workers. His first appearance was on Day 216 at The Federation Headquarters. He was walking around until he heard Foolish screaming for help at his office. Agent 18 fixed the door and freed Foolish from being stuck there.
Physiology[]
Agent 18 was a white faceless Federation Guard with black paws. He wore a light blue guard shirt with a black tie, a black hat and black pants. His clothing is similar to the common Federation Guards except he wore an extra pair of chainmail leggings "for extra protection". Additionally, Agent 18 appeared to have had a slutty waist.[1]
Personality[]
After the serial murder of the Federation Workers, Agent 18 had developed a quite scared and apprehensive personality, mainly avoiding being alone, going out at night, and running away or hiding from danger. He also had an innocent and "silly" side to his personality, easily noticed by the remarks made by him in investigations with Foolish, such as noticing what all three dead bodies found have in common is that they're dead, and they once were alive.

Neutral/NegativeAgent 18 held a distaste towards Phil because he tried to keep Luffy away from him and The Federation. During their encounter on day 269, Agent 18, along with a group of Federation Workers, arrived to take Luffy back to the Federation; however, Phil refused to comply. In the end, Agent 18 distracted Phil long enough for the other guard to lasso Luffy into The Federation Headquarters, and Agent 18 was the one to lasso Phil away from protecting Luffy despite his strong resistance. Afterwards, they had a tense discussion where Phil explained that the Eye Soldiers were going to kill his egg for Luffy, to which Agent 18 responded with that everything would turn out fine. While Agent 18 kept attempting to convince Phil that the Federation had a plan and that he should have faith in the organisation, Phil stood firm in his beliefs, questioning what the "plan" entailed. When parting ways, Phil threatened to harm Agent 18 and do bad things if anything happened to "the creature."
During Prison, Agent 18 had a chat with Phil, discussing why it was his duty to retrieve the creature, and that the Federation wasn't causing him any harm. They both explained their different points of view on the situation, and started to hate each other less.
