The Faceless Workers are mysterious entities operating under the jurisdiction of the Federation. They were initially encountered as construction workers on Day 65 - May 24, 2023. Notably, a superior figure named Cucurucho, a member of the QSMP Census Bureau, was observed commanding and supervising their activities periodically. Subsequent observations revealed the existence of additional variants, including a chef and guardsmen, as part of the Federation's workforce. However, the full extent of their diversity remains unknown.
Behavior: The Faceless Workers display tireless and unwavering obedience to their tasks, likely a result of Cucurucho's relentless and severe treatment, particularly witnessed during interactions with the construction workers. Cucurucho's lack of tolerance for errors and deviations seemingly fuels their unyielding diligence. The exact hierarchy and whether all Federation workers answer to Cucurucho are subjects of uncertainty.
Compensation: Limited information has also been obtained regarding their payment. "Walter Bob", a well-known worker among the workforce, vaguely mentioned that they are paid "enough," possibly implying minimum wage. However, it is uncertain if this applies to all workers within the Federation. The workers have a benefits plan but are not given any holidays or time off work other than for eating as confirmed by "WB017" or "Dave". In the time that they are not doing a task, they are awaiting a new one from a superior.
The origins, nature, and true intentions of the Faceless Workers and the Federation they serve remain unknown.
The workers seem to bear a resemblance to bears, but the details are unclear. Covered in what may be white fur, their faces are unsettlingly blank, and with what seems like animal paws on their arms. Due to lack of distinguishable traits, only their attire provides any clue to their identity – safety helmets, safety vests, and tool belts for construction workers, or guard uniforms for the guardsmen.
Among these enigmatic figures, "Walter Bob" stands out as the only known worker to have gained a sense of individuality and has become well-known among the islanders, particularly following a "perfect haircut" at Ramón's Barbershop.
The Faceless Workers were initially observed engaged in demolishing a prison-like wall. However, their efforts were thwarted when the players intervened, utilizing specialized equipment wielded by Pac and Mike. Despite this setback, it is suspected that these workers are responsible for overnight constructions, such as the establishment of an egg adoption center, church, theater, and other structures.

Guards
The Guards are a pair of entities first observed on Day 129 while Pac, Mike, and Walter Bob were imprisoned. They don standard security uniforms and display aggressive and taunting behavior towards prisoners, subjecting them to ridicule and, in some instances, violating their human rights. While prisoners endure subpar meals, the guards indulge in well-made ones, and they even consume alcohol during work hours. Notably, The Guards share a close connection with each other, as evidenced by one of them using a lasso to kidnap Walter Bob in a retaliatory gesture for the other guard's murder. Additionally, The Guards have a canine companion named "Pancho".

This worker first appearance was during the Festa Junina in which he stalked Quackity for the duration of the event. Quackity then named it Walter Bob. He reappeared on June 13th 2023 where he was ordered by Cucurucho to follow Quackity. Quackity however, managed to convince Walter Bob to stay with Etoiles instead so he could log off for the day. On the July 1st 2023 he appeared to Mike asking for one of his famous haircuts, then Mike completely changed his visual, Walter Bob said that he loved. On July 3, 2023, Walter had to confront Philza and Fit and deescalate a protest at The Church, successfully putting an end to the griefing and solving the problems with the eggs quests. On July 17, 2023, Walter Bob was seen building some type of wall around the Lucky Ducks desert, which Forever started destroying it but he was stopped by his friends. Forever said sorry to Walter Bob later. On July 28 2023, Pac and Mike saw Walter Bob in The Federation Prison. Walter Bob said to the Duo that he lived there, and for a really long time. Pac and Mike were so sad for their friend that they made a plan to escape the prison. But when they escaped, one of the Prison Guards kidnapped him[1], and left a note to Mike saying: "This is for my partner, you will never see your friend again."

ElQuackity and Roier were engaged in constructing the Eiffel Tower on the island, and ElQuackity sought Cucurucho's assistance in summoning Walter Bob to aid them. However, Cucurucho merely laughed in response. ElQuackity inquired further about Walter Bob's whereabouts, but Cucurucho's laughter persisted, indicating that WalterBob was neither available nor accounted for. Faced with the absence of WalterBob, ElQuackity requested the dispatch of another builder. A new, unnamed federation worker promptly arrived to fulfil this role and was subsequently named Jose by Quackity and Roier. Jose was observed actively contributing to the construction efforts alongside them.

He introduced himself as WB024 and was named Mr. 24 / Señor 24 by Foolish.

Because of the workers being murdered he’s a quite scared and apprehensive personality but agrees to investigate the crime scenes with Foolish as long as he’s not left alone, giving important remarks such as noticing what all three dead bodies found have in common is that they’re dead and they once were alive.
Foolish considers Agent 18 part of his “crew” of workers alongside Mr. 24.
A mysterious guard wearing a black suit and dark glasses who first appeared on Day 219. Thought he said his name is classified information and probably wouldn’t meet with him again anytime soon, he introduced himself to Foolish as “Agent 040”. Foolish nicknamed him “Special Agent 40”.
