―Fred, to Tubbo
Fred[3], originally named WA02[4], is one of the Faceless Workers from the Federation. His first appearance was on September 12, 2023, seen repairing the road destroyed in Spawn by the Capybaras, who were having fun and blowing up people.
Fred was a worker ordered to clean up all the mess caused by the island's residents, specifically on the day where there were explosions that destroyed roads and bridges and a lava cast that covered the entire Election Tower, caused by Philza, Fit and Tubbo as a protest against the Federation. Since then he has been seen doing various tasks for the Federation such as conducting interviews and interrogations in order to try and work out where a missing worker had gone.
Physiology[]
Fred is a faceless white Federation Worker with black paws wearing a blue hard hat and a cyan vest decorated with builders tools. His clothing is similar to the common Federation Builders except his clothes are blue rather than the typical orange which is assumed to indicate a higher rank than the orange clothes. He may be slow at times due to suffering with asthma. Despite not being seen, Fred confirmed that his eyes are brown.
Personality[]
Fred acts in accordance to how a typical Federation worker is expected to act. In his letters with Tubbo he has shown that he doesn't have a good understanding of modern terminology or phrases and often uses Internet Explorer and Urban Dictionary[5] to understand words or phrases that Tubbo uses in his letters. Fred is seen to have romantic feelings for Tubbo and expresses his affections through flower language, a language popularised in the Victorian era, suggesting Fred may have a love for vintage mannerisms which explains his lack of understanding of modern slang and technology. Fred is also fairly empathetic towards the islanders, expressing sympathy for the parents of the island when told that the eggs had gone missing and understanding when to leave them alone if his Federation duties are completed. After some time exchanging letters with Tubbo, he even started to question his own position on the Federation and his own morals, later claiming that he had done bad things suggesting he had re-evaluated his values.

Romantic Interest
Very PositiveThe Boy with the Pretty Eyes. Tubbo was the first person to speak to Fred and was responsible for naming him. He asked Fred some questions, like how they joined the Federation and who their boss is. Tubbo taught Fred what a friend is[6] and tried to help him destroy the cobblestone in the Election Tower that he was ordered to clean up[7], making Fred ask why he was being so nice to him[8]. Fred and Tubbo have developed a very close relationship and send each other letters to keep in touch, they both have mutual romantic feelings for each other.
Tubbo and Fred regularly exchanged letters, leaving them underneath their bench then in a mailbox that Fred made. The two often share information with each other that they wouldn't consider sharing to anyone else such as when Fred willingly told him about the nature of his investigation into BadBoyHalo. Fred also shows affection for Tubbo via flower language, some of the flowers he's left mean love or forbidden love showing how much Fred cares about Tubbo.
When Bagi let it slip that Tubbo had a crush on him, Fred didn't reciprocate these feelings initially and chose to keep their relationship platonic. Fred displayed very strong platonic feelings for Tubbo. When AyPierre kidnapped Fred for questioning and told Fred that he knew of his relationship with Tubbo, threatening Tubbo to try and get information, Fred hesitated before stating that Tubbo was not his lover, and told Pierre not to hurt him, that he had nothing to do with it. He chose to try and protect Tubbo while also concealing the information even though he wasn't in a position of power at that moment.
After recognising his growing romantic feelings towards Tubbo, Fred asked him on a date through a letter. That night however, he was kidnapped by Quackity and was unable to go out with Tubbo. While he was held in captivity, he tried to protect Tubbo as best he could despite Quackity demanding information out of him and forcing him to sign a "confession" where Fred supposedly admitted that he and Tubbo worked together for the Federation. Fred also later gave up valuable information when Quackity threatened Tubbo. When Quackity left to speak with Tubbo and potentially ruin their relationship, Fred tried to give him a red rose to give to Tubbo, likely trying to communicate with Tubbo through flower language that despite anything Quackity may say, Fred still loved him. Unfortunately for Fred, Quackity burnt the rose instead.
After being rescued Fred still held romantic feelings for Tubbo, calling him the "boy with the pretty eyes" and asking him on a second date on a picnic by the sea! Throughout the date, Fred took photos of Tubbo and agreed at the end to another movie night date that evening.
NeutralWhen Fred properly met Cellbit they had never heard of him, this made Cellbit confused and start bragging about his status of "Employee of the Month" and claiming that he was way above Fred in terms of status as a Federation worker. Before Fred could respond, Tubbo came to their defence and told Cellbit that he is a C rank worker while Fred is A rank.
Neutral/NegativeBadBoyHalo is the primary suspect of Fred's investigation into where the missing lower rank worker is. Fred's interrogation of Bad was more thorough than others they have carried out and Fred seems to be somewhat scared of Bad. While investigating Badboyhalo's house, Fred sympathised with Bad for the loss of his children, stating that he never felt that kind of pain, but might if his penpal, Tubbo, went missing or got hurt. Fred mentioned in a letter how they felt wrong spying on Bad and had to get a guard to stay with them at all times for protection just in case.
Neutral/NegativeAlthough Fred does not know that the masked man who kidnapped them is Pierre, they know that the masked man is a "Friend" of Pierre. When Fred told Tubbo about the kidnapping, Tubbo told Fred to stay away from Pierre and only to be around him if Fred had backup (in the form of multiple guards) for protection. Tubbo also told Fred that it was suspicious that the masked man and Pierre had the same shirt which Fred noted.
Sworn EnemyOn the 14th of October, Quackity had kidnapped Fred and began to hit him for information, eventually forcing Fred to write and sign a book that claimed him and Tubbo worked for the Federation together. When Quackity was about to leave him to go and interrogate Tubbo about their relationship, Fred asked him to give Tubbo a red rose but Quackity simply threw it into lava in front of him, thinking it was a teleportation method.
After confronting Tubbo, Quackity came back to Fred and said that Tubbo now hated him to which Fred told him that now they are alike "We are alone. We have no one, right?". Quackity then gave him an ultimatum, Fred had to choose between dying and having Tubbo supposedly think badly of him forever or for every piece of information he gave, he would get to live one more day. Fred chose to tell Quackity that they have a system of hierarchy in the Federation, ranking from highest to lowest.
Fred doesn't understand why Quackity did any of this to him and rationalises it as him being bitter. He is very hostile towards Quackity because of the situation he has put him in, telling him that "You don't like people's happiness, we (Tubbo and Fred) are happy together. You. Don't. Have. Anything." Before Quackity logged off, Fred told him that he hopes he rots and continues to be mistreated.
Co-workers[]
PositiveAs seen when Quackity disguised himself as Fred to participate in A0 Project Event, Fred seems to be very respected and well liked by other Federation employees, all the ranked workers seen have cared about them and their well-being, and they seem to respect their romantic interest in Tubbo after learning about the rumours. A faceless worker was the one to bring up Fred's disappearance to Cucurucho during an emergency meeting.
NeutralIn their book on Day 200, Fred tells Tubbo they don't want to end up like WC06- implying they knew something bad had happened to Walter because of his relationship with Mike. This was confirmed on Day 202 when Fred wrote to Tubbo that WC06 had been used as an example to the other workers of why not to deviate from orders.
NeutralFred only knows them as the Census Bureau or ":)". They do, however, recognize them if given a description of their appearance. Fred hadn’t met Cucurucho until Day 273, before venturing to Egg Island.
