Minister of Environment (or Maximus Uranius, as Luzu named him) appeared after Luzu fell off into acid and caused a radioactivity leakage in his own home. As the name says, he's from the Ministry of Environment.

Maximus Uranius physiology is unknown, as he was using a hazmat suit, none of the islanders know if he's even a human or not.

Maximus Uranius helped Luzu to get rid of the radiation from day 322 to day 337.
YoutubeWhile Luzu was organizing his inventory, the Minister was waiting outside his house, and then the man noticed.
Luzu guided the Minister to the radioactive well, with the metal casing as requested.
The Minister gave him a book, which Luzu didn't read because he was distracted (reading donations), the Minister left and quickly returned.
The minister shook his head denying.
The Minister, whom Luzu now called Maximus Uranius, gave him the materials list in a book.
Maximus Uranius said goodbye and left.
Later that day, Luzu left a sign next to the chest with the materials, which said "For my dear Maximus Uranius. Here are the materials. Luzu"

As Luzu looked up at his house, he realized there was a machine on top of it. This was the machine that would restore his house to normal.
Luzu placed a redstone torch to activate an alarm and a green light in his house. But he quickly removed it because of the loud noise.
Luzu asked if grass was what they really needed and if he couldn't just give them regular dirt since he didn't have anything with silk touch. So he tried to make a deal with the Minister.
The Minister agreed to that deal. Then Luzu asked if he could leave the radiation chimneys somewhere in the area, as he liked them and wanted to keep them as a memorial. But they shouldn't emit radiation, obviously.
Later that day, Maximus Uranius was back at Luzu's house, looking at him puting slabs in his new beach shack. According to him, apparently needed to relax a bit, so Luzu had to give the shack a better touch. Once done, Maximus Uranius asked for the materials, Luzu gave him the 3 diamond blocks, 64 coal, 64 dirt, and a grass block.
Maximus Uranius looked at that beautiful river as described, and Luzu started to fish, asking the Minister if he could call him M.U., the Minister nodded in agreement.
